Born in 1950 in Çıldır, Ardahan. Graduated from Kars ALPARSLAN high school in 1967. After studying at Erzurum Institute of Education for one year, he started Hacettepe University in 1968. He was awarded with the title of Medical Doctor in 1975, internal diseases specialist in 1980, gastroenterologist in 1987 and associate professor of internal diseases (gastroenterology) in same year. He was appointed as professor to Hacettepe University Faculty of Medicine English group in 1995.
Studied endoscopy for 4 months between 1984 and 1985 at the Ingolstadt Hospital in Germany. Won the Monbusho scholarship in 1985-1986 and completed subspecialty thesis at Chiba University Hospital, Japan after accomplishing his studies on sonography ERCP and liver cancers. Studied early gastric cancer diagnosis for 4 months in Japan in 1994. Studied on liver transplantation and chronic liver diseases in Oklahoma, USA between 1994 – 1995. Studied at the department of Internal diseases for 3 months in Paris, France in 1994. Was part of the management of international association “International Association of Surgeons and Gastroenterologists”.

Chaired the “World Gastroenterology, General Surgery and Oncology” congress organized by the International Association of Surgeons and Gastroenterologists in Istanbul in 2002 and 2008. Works as an editor of 3 international journals, namely, Hepatogastroenterology, “World Journal of Gastroenterology” and “Lebanese Medical Journal”. Founder and former chairman of Eurasian Gastroenterology Association and Association of Gastroenterology and General Surgery. Member of many national and international associations.
Head of Hacettepe University, Department of Gastroenterology between 2002 and 2012. He was invited to gastroenterology conferences in many countries. Author of chapters in two books written abroad and has 148 articles published abroad. 1843 citations for his 148 publications as of March 2016 according to Scopus scan index. The “author h-index” is 24 for these articles. Wrote many articles for local journals and chapters in many books.
Awarded with the title of honorary award by the Azerbaijan Academy of Sciences in 2008. Elected as a member of the Kazakhstan Academy of Medical Sciences in 2001. Led the training of many doctors from Turkish Republics through TIKA at our universities. In 2014, he was awarded with the “LORENZO Capussotti” award for his contributions to the department of gastroenterology in VIENNA, and defined the phenomena Portal ductopati and “peseudo cholangiocell carcinoma” for the first time.
Showed that portal vein cavernous transformation may also be a congenital anomaly. Main areas of interest are liver vascular diseases, liver cirrhosis, chronic hepatitis, digestion system cancers and diseases. Dr. Bayraktar identified and published the syndrome “Novel variant syndrome associated with congenital hepatic fibrosis” for the first time. Passed the inter-university exam and started Ankara University, Faculty of Law, which he graduated from in 2017. He completed his internship as a lawyer of Ankara Bar Association and became a lawyer in February 2019. He currently teaches medical law lectures at Hacettepe Faculty of Law. He is married, has 2 children and 2 grandchildren. Speaks English, French and elementary level Japanese.
